They will never harm you except a nuisance, if they are fighting with you, they will turn their backs, then they will not be helped.
The attitude of disbelievers of all time is mentioned in this verse. The hypocrites during Messenger’s time used to promise help for Jews against Messenger’s followers; but if any battle happens, they will turn away from It, and they will not be helped from anywhere as told in verses 59: 11-12.
As Adhikr is codified, the believer who holdfasts It did holdfast Lord and is guided into the Straightpath as explained in verse 5: 48. So any Fujjar who reject Adhikr or Satan can’t do any harm to such a believer as told in verse 16: 99. The hypocrites are fearing the believer than Lord as told in verse 59: 13.
